I assume you have actually confirmed the file is there?  404, not found.  The server can not find the file you are requesting.  That is about as much help as we can give without access to your server.

Check if the folder is readable by the web server process. The permission should at least be 755

Check to see if your host has mod_security installed. If so, have them check to make sure it is not blocking scripts in the upgrade folder.

Admin access would do no good, I would need FTP access or maybe even server/hosting access.
