Content pending notice for deactivated members

Anyone know why am I receiving pending member notices for members I have deactivated for disregarding the anti-spam policy on my site?  It seems the only way to keep from receiving these annoying notices is to delete the member.  I prefer to give members the opportunity to rectify their practice rather than delete them outright without being given that chance.  The same thing happens for questionable blog posts.  Dolphin should accept the admin's decision once it has been made without daily asking to reexamine that decision.

Is there any way to turn off these "Content Pending Admin Review" notices?

Someday, Someway.

I suspect you'll have to firstly delete the content(s) that the spam member has posted, then delete the member.

I don't think its coded to tell if the member is deactivated or not before sending the notice. I think a ticket is in order.
