I can not connect to the web server

I can not log in to your FTP / cPanel. Help. Someone can help with advice. I do not understand what's the problem?

What does this mean? -

If you can't connect to FTP or cPanel, that is a hosing issue, it has nothing to do with Dolphin.  Contact your hosting company.

Thank you. I asked the hosting company. Waiting for an answer. And you can not say from experience that it may be the reason? In some situations there is a similar problem?

Thank you. The hosting company said that it was caused by rebooting the server. Now everything works fine. Thank you for your response.
