Seems it is cron.php from D7. So what exactly troubles do u have? Video isn't processed at all? In this case check - does system launch Cron Jobs or not first.

cron settings look ok from a glance. there is a tips and tricks posting for cron job testing

you can give that a run and see if your cron job is working so you can rule out a bad cron command.
the other thing you have to check on here is the directories having the correct permissions and finally of course, check to ensure that ffmpeg.exe is 777 or 755 minimum. also depending on your hosting service provider, you may need to check to see if ffmpeg is allowed.
