Is there any way I can hide/remove the action block "menu_user_actions" for a specific member type?

My standard members do not have permission to add content (photos, sites, sounds, videos, blogs, events, groups, ads, products etc).

The permissions function correctly but for the user experience, it's better not to display action buttons for denied actions.  

I would also prefer if albums were not created automatically for standard members  It's probably part of the user setup process though.  But it will help if I can remove or hide the links.

If anyone can help point me in the right direction, I'd really appreciate it
