How can i prevent not admin users to create new room?

It only allows users to be in one room only - what we actually want is the settings in Ray admin to actually WORK like they should. Too many of these problems with Ray, its half a job. However many rooms I have set to Maximum, even 1, muppets can still add rooms calld 'sex line' or something. Its just not on and needs rectifying. I don't see how Ray 3.5 is now archived, when its not even finished. Just about up upgrade to D7 and I bet its still a problem. GRRRRR. Sort it out Boonex.
