any reliable web development agency ?

does anybody know for certain if there is any web development agency that one can trust ? I am completely astounded as to what I am seeing around. No telephone, no address and they dont even answer if you mail them through the form. One answered and then stopped answering when I gave the details of what was needed to be done (probably he didnt know how to do it). Can anybody recommend someone with references and proof of professionality ?
