Dolphin Customization for my site

I need a reinstalling from scratch and customization for one of my sites to be a clone of freelancer.com. Should have:

1- Same features and procedures control

2- Integration with all payments gateways

3- Members background analysis

4- Members contacted when someone post a job in its category

5- Escrow module

6- Security up-to-date

7- Documentation

7- some others features/procedures that can be required

Please  time & cost to do this.
