Wanted. Developer to create a 'Facebook Fan Badge Page'

I would like to create a page where facebook members can paste their Fan Badge code and have their fan badges displayed on TowNation.

1. The page would need to strip the facebook header graphic and only display the fan badge.
2. TowNation members only would be allowed to add their code.
3. They would be allowed to add as many as they wish as long as each one is different and contains their facebook username.
4. Each members Fan Badges would also be displayed in their profile.
5. The links would have to open in a new tab/window

I am willing to pay for this. The complexity of the ap is up to you but I am looking for something special here. I also think it would be a great mod to put in the Market and I don;t think it would be that hard to do for an accomplished php expert.
