Change Membershiplevel in Dolphin 6.1

and were in the admin panel can i manually change my members memership-level in dolphin 6.1? i knew it in 6.0 but in 6.1 i can't find it anymore. same as the "chicks for free" where i was able to choose who's gonna get promotional memberships. not anymore in 6.1?
