Does anyone know how I can change whether I would like people to be able to use html or basic text when posting stuff on my site?

hmm, well you'll need to allow HTML in several areas. If you go to http://www.boonex.org and look through the old log files you will see it discussed many times for HTML in News, HTML in Comments, HTML in Blog, HTML in Messages, etc.
