Private Name Servers?

Anyone know about private domain name servers (DNS)? Most of us have more than one domain (I have eleven). If you are not happy with your isp, changing domains can be a nightmare. I would like some practical advice on setting up my own name server. This would allow me to control my websites and swap out a bad ISP with minimal fuss. Any ideas??
