Ray Base Settings

I'm currently using Dolphin 6.0.0005-Free and I can't view the Ray Base Setting in the admin. It continues to load and never displays. I'm trying to change the settings in order to get the Music, Photos, Chat, Video, Forum, Shoutbox to work (they also continue to load with no display). I've downloaded and uploaded the patch but still no change. Is there some way that I can change the setting via the code? If so, what files do I edit to change Ray Base Settings?
