bug in rate.php

There is bug in _ROOT_/rate.php with redirect to PHP_SELF in some cases (I think, when profile photo isn't exists. I find it using work copy without users' media files.).
Firefox says "Firefox has detected that the server is redirecting the request for this address in a way that will never complete".
