Actions - Block or Buttons ???

Description
Some pages have an Actions block, other pages have actions Buttons added bellow the main menu... Please unify ! (I think Actions block for all pages is the best solution).

In fact, the best solution will be a drop down menu - for example: In my Profile page, mouse over the tab Store will open a drop down menu with Store Home, My Products, Add Products items...
