Can't create more than 2 permanent additional chat rooms

Description
Chat room creation doesn't seem to be operating properly. Can not create more than 2 rooms in addition to the built in 'Lobby" and 'Friends', for a total of 4 chat rooms. When a 5th chat room is created, it replaces one of the 2 new ones that were previously created.
