Affiliate Program and Messaging System Problem

Hello,

       I have a question that i'm dealing with about the Affiliate Program and the Messaging system. Members dont recieve a message forwarded to there email about there activation when registering to the community or affiliate program or it doesn't even have guide lines or any terms what so ever about how they get paid or rules to follow in the affiliate program. Now what i'm having problem with is how do I turn it on so that before any member join the affiliate program they have guide lines/Terms to read before joining or where do i go to read and edit these guide lines/rules/terms? Also how do i fix the messaging system to automatically email my member when they register, or to notify them when they get activated or been promoted to another rank or whatever it may be.
