500 Error after inc installation of Dolphin 7.3

I am trying to reinstall Dolphin to my server. I am in install process. I get all the way to permission reversal and click next which brings me to this page:

This page isn’t working

23.91.70.126 is currently unable to handle this request.

HTTP ERROR 500

I also show these errors at time of install of inc, on the server error log:

There is something wrong with the pathes in your server, try to use the names without ~ signs. Also you may check all the steps mentioned here

Ok I've tried all the attached link has recommended and your recommended editing. Still it comes to the same error.

Are you any good with installs. Maybe I could trust you to look inside and see whats wrong??? The last time I did an install with previous site. It went so fluidly, on this very same server.

You have a double "//" in the path.

removed extra "/" still no change. 

When you did the permission reversal, what did you set the permission to?

I suspect that may be where the issue is.

I might also suggest you reinstall again, this time do not do the permission reversal until you have made it back into the admin panel.

I've reinstalled so many times I'm going snow blind. I think it may have something to do with path or something with path to 

Why is one of the paths "/usr/local/apache/htdocs/" and the other is "/home/discove4/public_html/".

That doesn't seem right.
