Yes, Dolphin supports multilingual systems and it can be translated into any language you need. Once you decide to have a website in Arabic, (RTL format) it won't be possible to have LTR at the same time, but still, Dolphin can be installed in a subfolder to be used with the same license and to have a copy of the website in another language which will be in LTR format.
