NO PANEL ABILITY IN POSTING ITEMS

As I type this, there is a whole block of items above me that allow for things like bold text, underline, smileys, etc.

On my site it doesn't work.  No bold, no underline, etc - the text shakes for a second and stays normal.

I am indeed saddened.
