When you are in phpMyAdmin, you can check to see if your username does in fact have privileges to localhost. You can check by going to the phpMyAdmin home and clicking on privileges.

Here's a shot in the dark, try using root and providing the root password to your db. I don't suggest this but that might work.

If you've done previous installs on the same server or account, then it could be the issue you just mentioned.
