Need Dolphin developer/ program coder

I have a few additions that I need done to my website and I am looking for someone who knows how to do these and someone who will not rip me off while doing so. Projects include the following: 1. writing a email script that will allow members to gain access to a free email account 2. adding custom effects to my website style sheet 3. adding google translator to website 4. adding skpye into one of my program scripts that i use. please get back to me only if you know how to do everything named here.
