ProofOfConcept for project-centric, collaboration and document management solution

I am seeking a developer partner to create a ProofOfConcept for an industry-specific solution described briefly as:

• Project-centric approach whereby users of appropriate permissions can create projects and sub-projects.
• Communication and messaging via open threaded and private messages associated with projects.
• Document collections shared and exchanged with various levels of permissions on a per-project basis
• Vendor / Participant management which allows users to add/remove team-members by tapping into private and client-owned database.

Seeking a developer partner who can demonstrate their expertise based on this brief outline, and is willing to bid on a 90day definition and development cycle for this ProofOfConcept.
