The answer to this question isn't clear in the description:

Can a member stop a specific message being repeated if he or she already understands the information?

For example, this kind of message now appears on numerous sites reminding a user how to do something. There's usually a button in the message saying something like "Got It!" Once the user clicks the button, they don't see that message again.

I think such a feature is important to avoid information overload.

I think such a feature is important to avoid information overload.

 Admin can partially control this. If an admin will set the "Remind every X mins" to something quite large then a member will see a reminder bascially only once. 

Also making the button that allows to disable a reminder makes the option "Seconds to close" useless, because this option supposed to be used for reminders that must be seen regardless of a member's decision. 

If the goal is to show some kind of information only once then I'd suggest using Pages Helper
