need a stand alone mod created to mimic sound click

i need a mod that users may upload there mp3 or wav only sound to mod/site and it will place music in order according to most listen to. this mod must also allow the viewing and hereing of a mp3 player. the mp4 player must be a posop up player as on sound click with image of user upload when uploading therir mp3 music to the site.
