picture plus word-limited caption script required for existing D7.1.4 site

Hi,

I need some script written to enhance an existing but basic dolphin-based website.  I want users to be required to firstly submit a photograph and then immediately be required to add a caption, limited to four words.  Friends of the user will be able to view the photo and caption, and comment (not word limited).  A developer has already generated script capable of limiting the words, which I have copyright over so this can be used again, but I need the process extended to include the earlier picture-submission stage.
