This is probably a simple problem which you shouldnt have to pay for if you are going to do it yourself. Is the dolphin installation on an IIS web server installation or Apache based instalation (e.g. WAMP, XAMPP etc...)?
I'm not sure about how IIS handles mod_rewrite or if it supports it at all, there could possibly be a port around that you can install to get IIS to work with mod_rewrite, however that could just be one of many more issues solved. Dolphin was not built to run (well) on IIS.
I see more recommend that you install WAMP server on your machine and route all web trafic to that instead (you will need to disable or uninstall IIS completely, or just change its port to something other than 80). Then you can simply re-install dolphin in WAMP's www directory and that should fix your issues.
If you don't think you can do this yourself then I can do it for us$100.
