Yes, Android app was released recently - http://www.boonex.com/unity/blog/entry/Android_App_Released_
and its license is offered in a Prime package only, it isn't offered separately and ordering Prime now you will get Android license as well as soon as it is out.
Below is the legacy version of the Boonex site, maintained for Dolphin.Pro 7.x support.
