When I tried to open Orca Forum in the admin I get the following error :Warning: fopen(/home/ethiomys/public_html/orca/log/params.conf) [function.fopen]: failed to open stream: Permission denied in /home/ethiomys/public_html/orca/inc/util.inc.php on line 265

You need to delete these files:
orca/log/params.conf
groups/orca/log/params.conf
They are being created during installation and get rewritten during consecutive usage of Orca.
This should help.
but couldnt find
groups/orca/log/params.conf
The problem still exists
