User Notification for new message

Hi everybody,
Is there any way to make a notification for all users in Dolphin if a member make a new post in the forum ? Something that act like a mailing list.

members can set their own mail setting, it is an opt in option, if you make it an opt out option you are breaking the "can spam laws" and risk your members blocking all mail from you

members asked me this, it is not considered as spam since my forum is made like a mailing list, all news are intersting to all members
