I may be mistaking but I think the problem is our version of MySQL, I think you have to have 5.x to use the utf8 stuff. I tried to re-write things got an actual install but there are to many places to change the SET NAMES and all the other utf8 stuff. Sent an email to tech support on it, but like they say you get what you pay for and it's free (I do plan on buying it when I can get it to work) but I think I will have to wait until zervex updates ServerCP with a PHP update. Please correct me if see more I am wrong.
