So far after upgrading, my admin panel still tells me I am on version 6.1.4

LOL, current version filled in inc/header.inc.php file. Upgrade pack is changed sources. Header file not included in dolphin files, just because it generated by installation process. So you should change version manually. Corresponded remark was made in upgrade manual.
