This situation could be in 6.1.5 upgrade only. You can disable adding lang keys via adding next line in upgrade.php of 6.1.5:

$aLangKeys = array();

before this one:

foreach ($aLangKeys as $sKey => $sValue) {

but be attentive and run upgrade.php only 1 time (possible reason why you get current error).
