Ok, I got it working. I downloaded the free zip code file from the link above http://www.expertzzz.com/Downloadz/home/dolphin/10/

Then do this.

Login to your cPanel or admin panel for your website. You want to look under the mysql options for "phpmyadmin"

Once you are in you will see the databases. You want to clcik the one for where dolphin is installed. See the list of tables to the left, "zipcodes" is at the bottom. Click on it

Next, click on the "import" see more tab at the top. Browse to the "zipcodes.sql" file that you just downloaded and unzipped. click on "go" in the lower right hand corner. Depending on your upstream speed it might take a few mins to upload, it is a 10.2 mb file. on my 8mb connection it took about 3-4 mins.

That's it, your search should work now, mine does.
