People use 3rd party software to build their modules, some people build them from the ground up.
It would be hard for one to determine if it's someone else code that's been restructured or not, therefore you can't do a heck of alot to protect it.
I could take someone elses mod, structure parts of it and claim it as mine and the original developer could claim it as their own...how can you tell it belongs to one person.
