Blog Comments

On members blogs, there is a spot at the top of the blog where it shows the number of comments.  When you move your mouse over it, it brings up the info box "add comment", but it is not an active link.  Would someone be able to tell me how to make it a clickable link that takes you to the box to add comments for that particular blog?

I understand that; however, since the browser is putting up and html tag (the block that says "Add comment") that indicates to me that there was an initial thought to set a hyperlink there...so I'm trying to figureut out how to reactivate it.

So, moving forward, how do we make the element an active hyperlink that, when clicked, will take someone to the comments?
