Configuration Problems

I am running on a dedicated server i3 with 4 gigs of mem and the site is running slow.  The host configured it but I am 100% sure the configuration is wrong.  I can see snails passing me.    Please advise anyone that may have a simple solution..... or a task to configure it

Have you changed it here Settings/Advanced Settings, look after this:

Template cache engine (other than FileHtml option may require custom server setup):

Default is FileHtml choose Memcache and save it

check now about Memcache is selected in the Host Tools -> Cache Engines

I did but it does not recognize it and under host tools >cache engines it does not show up.  I have tried almost everything besides blowing up the server.
