Copying existing blocks to other/custom pages

Hello, please could someone advise how I can copy an existing block (say for example 'login' and 'shoutbox') to another page or a new page I create.

I have created a new page in Dolphin 7 but I only have the option of using a RSS block or HTML block in the columns of the new page, even by setting the language key to that of an existing block such as _Member Login it doesn't make any difference.
