Cron issue

Hi all, my cron seems to be queuing the emails but not sending them, anyone know what the problem could be please ..

- Start email send -
Total queued emails: 49
Ready for send: 20
Processed emails: 0
Processed emails with errors: 0

Is there a way to check if the cron is working ??

I'm also getting a periodic report that says

Already done today, bailing out

does this mean it's working correctly?

please could someone help me set these cron's up as it's critical now, I am prepared to pay someone to do it for me !!
