Do 'Tags' slow down a site? Improvement Suggestions?

My site is still being developed and only a handful of users are using the site.  And it seems that regardless of the mod or place on the site where a 'Tag' is asked, if not filled in (I know required), it seems to slow down the site quite a bit.  Even on our seemingly fast server.

Does it help to change the language of the Tag so users better know what to type?
 

Can tags be turned off everywhere?  If yes, how?

Do many of you remove 'Tags' at all?

I did read today about a new mod that seems to pre-fill certain Tag categories.  I tried the mod's demo site and it looked interesting.  http://www.boonex.com/m/magical-jquery-ajax-tags-for-modules

There just seems to be a better way to help users understand what tags are, and for the system not to come to a halt if the user clicks 'submit' and forgets a tag.

Maybe just changing the language of the "i" for Tags would help users?
