I am getting this error on my emails. I am hosted with Arvixe and using Joombyte for RM
Subject: Cron <user@horse> /usr/local/bin/php -q /home/user/public_html/periodic/cron.php
Unable to create lock file: Permission denied
Failed to start up concurrent users module!
