HTML Block only shows text

Hello,

I don't see what I have done wrong. When I add basic HTML to the html block it just displays the code, not what the code is telling it to. Here is what I am putting in the block:

And that is exactly what shows up in the block. What am I doing wrong?

while editing the html block...look for a lil icon that says HTML and hit that...a popup opens insert the code there.

I do not see an icon for that all I have is, Bold, Italic, Underline, Strikethru, undo, redo, clean up messy code, and bullets. That's all the icons. Perhaps I am missing one?

Well I don't know what just happened, but now all of a sudden, all of the icons show up. I don't know why they didn't before, but my problem is solved.
