Navigation bar

I was trying to upgrade my D7.0 and well things didn't work right, so I out everything back the way it was before. I had saved all before upgrade including mysql file. Now all works just like before except for the life of me I can not get the links on the Navigation bar at bottom of members page. The bar is there, but no icons. What did I do? I checked my settings and they are all good including Enable member menu. Now what? I have tried everything and installed a few times, also cleaned cache as well, cleaned everything including my browser.
