Need some help, please!

Hello

I am having a few issues... I finally got the index pages to load and not be blank but now When I click on any links, like blog, etc... I get blank opages...

When I turn error messages on I get this.

Warning: main(header.inc.php) [function.main]: failed to open stream: Operation not permitted in /var/www/vhosts/loveaccidentally.com/httpdocs/ray/modules/global/inc/content.inc.php on line 10

Fatal error: main() [function.require]: Failed opening required 'header.inc.php' (include_path='.:') in /var/www/vhosts/loveaccidentally.com/httpdocs/ray/modules/global/inc/content.inc.php on line 10

Does anyone have any advice for me??? The News box and the shoutbox keep saying loading but never do...\

Contact your host, because : open_basedir restriction in effect. The server is restricted.

Or if you have root access, then set open_basedir to off.

Do you know how to do this???

I accessed the php.ini file through putty and it shows the open_basedir is off....

I am not really sure what else I can do to fix this..

I changed the value and rebooted but no luck

Any advice would be great!

Difficult to be sure what it can be,

but do you have a installation were there are 2 php.ini files?

/etc/php5/apache2/

/etc/php5/cli/

yours may be different!
