I managed to do this previously, which required me removing the dependency for the forum from all modules, as well as removing all related SQL queries. I don't recommend it, as it's not update-proof, and takes too much time.

You are better off hiding the forum, and removing all permissions for using the forum from the membership levels. You can remove the quick links on the account dashboard by editing the corresponding navigation menu item, as well as removing the appropriate navigation menu items from being displayed (just remove visibility).
