Spy module: "Number of records to keep:"...

In Spy module is the "Number of records to keep:" field per user or for the entire site. After an upgrade to 7.0.4 it seems our bx_spy_data only contains around 10,000 entries rather than a ton more. I'm attempting to establish whether the table was incorrectly (or not) merged by the developer who upgraded the site or whether the table was already reduced to 10,000 entries automatically by Cron, because of the field in the Spy module's admin section. Thanks!
