error after install

I had dolphin installed once and working.  I tried out a couple of other social networks and want to take a closer look at dolphin.  Its a fresh install database and filles were deleted.  I install with no problems and can access the admin side just fine.  When I try to access the public side I get this error

File inclusion failed.
Did you properly edit inc/header.inc.php file ?

I have check my paths in the header.inc.php and they all seem right

Can anyone give me any suggestions?

Open you "inc/header.inc.php" file and look on or around line 24.

Check to make sure that your "$site['url']" path is correct.

Yes it is correct I even changed it to a wrong url and I get a page cannot be displayed when I do.  Looks like it is including the file.

I commented out the section that stops execution and I get this

the include path is strange
