o bytes received is stopping users from accessing

i have tested it out with friends.. i do not know if it is stealth mode but apache registers load on ip connection but if there are 0 bytes recieved it does not go to php and load the website. it just sits there and times out on apache...

 

does anyone know what configuration setting i can set to allow 0 recieved bytes to actually access apache/php and use my website?

I have lost a lot of users becuase of this and some dork told me it was hackers.. i tested it out with 2 friends. it's definately a configuration problem
