profile layout modification

Is dolphin able, to let users, change their own profile layout, like uploading their own backgrounds on the profile and such?

yes it is possible. Just set "allow" it in your admin backend.

Then users can choose some colors for their profile.

Yes, this option is available. Also you have many other setting like changing profiles to approval after changing backgrounds etc.
