profile privacy settings

I was wandering how I could change the order of the profile privacy. Now when people make a profile they automatically fall in "For me only" mode so no-one can see their profiles. It should standard be :"For members only" if they want to keep it more private they can switch it theirselves, but a lot of people don't look at this and I need to tell everyone now
